be ripped up at this point but the heavy machinery is going to be moved in within the next hour or so. as far as water outages, the folks here on scene only know of a couple of blocks that should be out of water but we did speak with some people as far as fisherman's wharf who say that they are out of water too. >> i got up at 2:20 as i do every day to go to work at 3:00 and i went in to brush my teeth and wash my face and there was no water. all i could hear was bubbles in the background and then i walked down the street and i see this mess all over the place. it's just amazing. >> reporter: we are waiting for official word from the wate department on the number of outages. anne makovec, kpix 5. >> liz got caught up in that. she had no water. no water maureen in master

control. >> it was cold yesterday but warmer today, right? >> yeah, cold enough that we had snow on the mountains. >> it was pretty. mount diablo was gorgeous. >> it was gorgeous. we don't get it that many times of year. we are seeing things change again. a cold start to the day out the door. temperatures really plunging early this morning. it's justin upton about everywhere you go this morning out the door. it's chilly early on. cold air from the system that moved through. 34 degrees in concord. 39 san jose. high pressure trying to build in although it's not going to build in too fast. we have clouds over the top of the ridge to give us some high clouds from time to time. and the temperatures they are going to bump up today compared to yesterday's highs as much as 11 degrees warmer in spots up in the upper 50s into san jose, maybe the low 60s into oakland.

and 60s into concord. do we have many cold days ahead? do we have any more rain on the way? we'll talk more about that coming up. >> thank you. as lawrence and all of us were talking about, that winter chill put snow in sight right here in the bay area. they had several inches on top of mount hamilton east of san jose. how pretty is that? that's at 4200 feet above sea level. kpix 5 reporter roberta gonzales made it to the top in the kpix 5 mobile weather lab and found some guys who reached the summit on bicycles. >> yeah, well, we just decided to go camping last night and we didn't know it was going to be this snowy. we were expecting to come across a little. but it turned into a little more than we were expecting. >> looked like donner summit there. the snow was above 2500 feet. below that, a lot of rain around the bay area with some spots getting nearly an inch yesterday. snow caused big traffic problems in the sierra foothills. there was a huge pile-up in tuolumne county. 100 cars and trucks spun out in

one crash on highway 49. another crash involved about 30 cars and near red bluff there was a tornado caught on tape. >> that tornado, we are going to have to hop out and lie in the ditch i hope now that. >> storm watchers there. the nasa weather service confirms that was a very weak tornado but it was a tornado. there was no report of any damage of injuries. other funnel clouds were seen over sacramento in the valley there but only one has been confirmed as a tornado. that's something else. we had a little bit of everything yesterday. >> i would not want to see that ahead of me in the car. >> not me, either. >> hi, elizabeth. >> hi. benders out there but what could slow you down is the overnight roadwork. westbound 580 through the dublin interchange it's getting busy through the pleasanton area. the drive time is 14 minutes if you are coming from the altamont pass and continuing westbound all the way out towards the dublin interchange. this is one of those fender- benders los altos hills southbound 280 approaching foothill. sounds like it's clearing. but just a heads up chp may still be on scene and there are some areas of overnight roadwork. quiet across the golden gate bridge right now. southbound past the waldo tunnel, various lanes blocked for at least another 20 minutes or so both directions across the deck of the golden gate bridge looking good. here's a live look at some of our sensors. a little slowing maybe coming towards the livermore area and westbound highway 4 a few brake lights not much heading past a street in antioch and mass transit no delay so far this morning for bart, muni,

caltrain and ace train number 1. that's traffic. back to you guys. >> thank you. detectives found two boxes of testosterone and needles during the murder investigation of oscar pistorius's girlfriend. that as his lawyers insist it was a tragic accident during today's bail hearing. cbs reporter tina kraus with new details on the shooting and the victim's injuries. >> reporter: oscar pistorius covered his head with a blanket as he rode back to court in a police car for day 2 of his bail hearing in south africa's capital. his defense team is trying to keep him out of jail before he goes on trial for the premeditated murder of his girlfriend model reeva steenkamp. prosecutors insist the runner is a cold-blooded killer who shot steenkamp after a heated argument in the early hours of valentine's day. they say a witness heard nonstop shouting coming from pistorius' home before the shooting. the paralympic superstar known

as the blade runner for his prosthetic legs says he was not wearing them the night of the building. but a police detective says the bullets were fired down through the top of the bathroom door suggesting the athlete was using his legs. he said he was shooting a robber through the door but when he broke it down with a cricket bat he realized he had shot the woman in the head, arm and hip. prosecutors say he took time to put on the legs, walk across the room and open fire on steenkamp, who was hiding in the bathroom. family and friends buried the supermodel and law graduate on tuesday. pistorius says he was deeply in love with steenkamp and was filled with horror and fear as she died in his arms. tina kraus, cbs news. >> pistorius' lawyers say that

the substance found in his bedroom was an herb. human remains were found at a creek preserving monday. a hiker called the sheriff and the remains are human. the coroner is trying to identify them. an autopsy scheduled today to find out how a 10-month-old monterey county girl died. cadaver dogs found the remains in a field near salinas three days after the girl's family reported her missing. angel negron had been taken by the mother's boyfriend and made excuses about not returning her. he was arrested in los angeles on monday and started talking. >> he gave us a general location of where the child might be found. >> the mother's boyfriend is the know the baby's father but her family trusted him with the girl. and now a memorial has appeared at the field where that body was found. the california highway patrol will keep providing extra officers to oakland at least for a few more weeks.

the city council last night voted to approve $162,000 to continue the program for another 60 days. the chp has been supplementing the understaffed oakland police department at no charge since last november. the agreement was scheduled to end at the end of this month. people in one oakland hills neighborhood have come up with their own plan to deal with the city's understaffed police force. they are paying for private security patrols. 62 households will each pay about 60 bucks a month for one guard to patrol a half mile radius in the oakmoore area. it's led to a rise in home burglaries. >> i would say the last six months it feels worse in the neighborhood. >> some have criticized mayor quan who lives in the oakland moore area. the private patrol is expected to begin in a week. and oakland is one of several local police departments starting to hire more officers according to the

"san mateo county times" which did a study of 13 bay area law enforcement agencies including san jose, san francisco and the local chp finding the number of officers reduced by 981 over the past five years. that's a loss of almost 13%. the new hiring is an attempt to get the number of officers back up to earlier levels. 4:40 now. a hefty haul stanford breaks another fundraising record. >> plus a bay area city that's running dry. what's behind a new ban on certain kinds of booze at bars and restaurants. >> talk about a real cat fight. what may have sparked this angry feline face-off when we come back.

[ laughter ] >> we see a lot of bobcats in the mountains in the bay area. i don't think i'd want to see that not in my front yard! changes coming around the bay area today as high pressure is trying to sneak in outside. looks like it's going to be a dry day after a stormy day yesterday. but it's cold even at the coastline and we are seeing patchy frost at the beaches. so you know it's a cold start to the day and cold temperatures even colder in many spots inland.

yesterday it was 40s. today a lot warmer. the cold front is moving out. high pressure trying to slide in but you will see a few drift over the top of the ridge so occasionally high clouds overhead from time to time. but it looks like some dry weather returns to the bay area and it will be breezy as this ridge builds in. expect winds kicking up at the coast and just inside the bay. snow in the high country, 20s in the area, with sunshine and some clouds. a lot of sunshine in the bay area today, as warm as 59 in san jose, 60s in sunnyvale, 56 degrees breezy in pacifica. east bay temperatures 50s and 60s, sunny skies by the afternoon. 50 oakland, 58 san francisco. 60 santa rosa. next couple of days, we are going to see a few passing clouds kind of pulling the raindrops -- most of the energy from the next systems are going to stay north and east of the

bay area so looks like we'll stay dry now through the weekend. in fact looks like right into the first part of next week. that's a look at weather. let's check on traffic with elizabeth. >> thank you, lawrence. >> drying out a bit. yesterday was a busy morning commute with all the rain coming down. we had a large number of incidents out there in terms of accidents, spinouts, and it's actually the opposite today. it's quiet all over the bay area. so there are a couple of areas of overnight roadwork, actually not across the san mateo bridge. san mateo bridge westbound and eastbound 92 coming on and off of the high-rise everything is pretty up to top speeds this morning, about 14 minutes is the drive time on westbound 92 heading out of hayward and towards foster city. eastbound traffic is moving justas well. 880, northbound 880 between 66 and fruitvale various lanes blocked this morning a little north of where our camera is if you are heading up towards downtown oakland. various lanes blocked. caltrains says they should have it picked up by 5:00 if it's

not picked up already. in the meantime, dumbarton bridge that overnight roadwork continues here. westbound 84 should be wrapping up any minute. it's the eastbound lanes of 84 heading out of menlo park, that's scheduled to wrap up by about 6:00 this morning. just a heads up if you are heading that way, various lanes blocked. so we have just learned from muni that the powell mason cable car line is down due to the water main break at mason and filbert that's been causing the problems this morning. sorry they are shuttle busing instead. all other muni on time include bart, caltrain and ace train number one still off to a pretty good start. here's a live look now across the golden gate bridge. no major problems this morning heading into san francisco. you will still find that overnight roadwork possibly in lanes southbound 101 as you make your way towards the waldo tunnel. otherwise free and clear all the way down towards doyle drive. elsewhere quick look at milpitas 880/237, no delay between milpitas and subpoena. that's a check of traffic.

back to you guys. >> thank you. 4:47 now. firefighters and cadaver dogs are searching the rubble of a missouri restaurant where a natural gas explosion led to a huge fire yesterday afternoon. the blast happened in kansas city's country club plaza at an upscale shopping and dining area. at least 14 people are injured, three critically. but so far, no bodies have been found. >> this was a happy hour at a restaurant. there were patrons in the restaurant. and so we do this thorough -- we make sure that we thoroughly comb that incident. >> the local utility says it appears that a contractor struck an underground gas line. a doctor who works next door to the restaurant told the "kansas city star" that employees there smelled gas for several hours prior to that big explosion. the white house is poised to strike back against cyberattacks. the obama administration will announce new plans this afternoon to stop countries that support hackers who steal

american trade secrets. the new sanctions come after a report says that chinese military is hacking government businesses and offices. a security firm says hundreds of chinese hackers are stealing vast amounts of data from u.s. companies. >> the united states has substantial and growing concerns about the threats to u.s. economic and national security posed by cyber- intrusions. >> the u.s. cybercommand estimates american companies are losing $250 billion a year in intellectual property. a new security breach at apple. the cupertino-based company says hackers targeted a small number of laptops with malicious software. facebook had a similar problem last week. the attacks used a weakness in the java plug-in to infect the computers. to avoid it the department of homeland security recommended last month that user disable java to be on web browsers. key players in washington are bracing for another federal

budget showdown as an end of the month deadline gets closer. if a budget agreement is not reached by then, the government will face steep spending cuts starting march 1. president obama issued a warning to congress yesterday saying sequestration would result in a lot of lost jobs. lawmakers are currently on vacation and are not scheduled to return until sometime next week. jesse jackson, jr., and his wife sandra are expected to enter guilty pleas in federal court today. both reached plea deals with prosecutors to answer charges that include spending $750 million of campaign donations on personal items. those items are said to include furs, celebrity memorabilia and $43,000 gold watches. the sentence also include jail time if prosecutors have their way. >> they will recommend jail. they will recommend a five-year term. but the judge can ignore that recommendation. >> jesse jackson, jr., went on

bars to open until 15 more officers are hired. the owner of one of the last liquor licenses issued in walnut creek doesn't see a problem with bars. >> we need that, we need the people and the customers and all that. we have to provide the customer what they are looking for, drink, wine, whatever they need. >> the police department has the final say over new bars because walnut creek is considered to be oversaturated with alcohol licenses. a new milestone for stanford university. it is the first school to ever raise more than $1 billion in a single year. the new survey shows the palo alto based college ranks first in fundraising. i guess so! according to the council for aid to education, stanford saw a surge in donations thanks to its campaign for its hospitals and medical schools. time now is 4:52. the government going into the fashion business. >> postal service's latest

san mateo bridges. more "timesaver traffic" coming up. the postal service's unofficial motto, rain, heat and snow, is now being licensed to a fashion company. the new men's line of clothing will be marketed under that name and sold in premier department and specialty stores. that starts in 2014. as part of the licensing deal, the struggling postal service will cope a small cut of the sales. interesting. >> good luck. it is the sound only a parent can tolerate and it usually sounds a lot like this. >> hi, everyone. i'm frank mallicoat. it is 5:00 on the nose now. and a san francisco neighborhood waking up with no water. >> yeah. right now crews are on the scene of a water main break by mason and filbert. kpix 5 reporter anne makovec shows us why it may take several hours apparently to fix this break, anne. >> reporter: first they are trying to clean up the mets in the intersection of filbert and mason and will have to go underground and repair the mess. a 12" water main line broke underground. they are cleaning up the cable car line. that's also going to be affected today. they say it's going to take about four to six hours to have this all fixed up. water was gushing into the intersection here a couple of hours ago. and the water department doesn't know why the water main broke. it could be old age, ground movement or weather. it was cold overnight. they say only two blocks of filbert though are without water right now. there are other reports of outages in other nearby neighbor
